"Open Education Resources (OERs) are educational materials licensed in ways that provide permissions for individuals and institutions to reuse, adapt and modify for their own use. OERs can, and do include full courses, textbooks, streaming videos, exams, software, and any other materials or techniques supporting learning” - OERs Foundation.

Open licences, such as Creative Commons, are used to make open resources available publicly, subject to specific terms of conditions. These licences afford permissions to reuse and modify material on condition that the original copyright owners are properly attributed.
